[WT논평] Finland is abandoning neutrality

There’s nothing like a slap across the face, or a splash of icy water, to get a sleepyhead’s instant attention. Finland, like Sweden, has prized its neutrality, often with a self-righteous smirk at the rest of the West. But reality has wiped the smirk away.

The Finns now say they’re close to concluding “a defense co-operation agreement” with the United States, hoping to strengthen their security in the face of Russian rattling of its sabers ― and its planes and tanks ― in the region. Jussi Niinisto, the Finnish defense minister, says he hopes to have an agreement to share training, information and research.

Finland signed such an agreement with Britain in June, and officials of both Finland and Sweden participated at a summit session of the North Atlantic Treaty Organization in Warsaw last month. NATO countries are nervous about Russian air and sea maneuvers in the region, and both Sweden and Finland have signed agreements to make it easier to entertain NATO troops if there’s a crisis before the conclusion of permanent agreements.

Finland’s No. 1 concern is, as always, its big Russian neighbor next door, with whom it has had a checkered past. When Russia made war with the Swedish empire in a previous century it excluded the Grand Duchy of Finland from the Czarist empire, and Finnish autonomy was preserved.

Successive Finnish governments since World War II tried to maintain a neutrality sometimes aided by a Swedish disdain of war. The Swedes permitted movement of Nazi troops through Finland to Norway in 1940, and became an important source of high-tech weaponry for the Nazis in World War II.

The general speculation now is that Finland is abandoning neutrality because of the growing threat from Vladimir Putin.

러시아의 위협 아래 중립을 포기하는 핀란드

잠꾸러기의 주의를 즉시 끄는 방법으로는 뺨을 때리거나 얼음물을 끼얹는 것만 한 것이 없다. 핀란드는 스웨덴처럼 중립을 소중히 여겼는데, 간간이 서방을 향해 자기만 옳다는 식의 능글맞은 웃음을 짓고는 했다. 그러나 현실이 그 웃음을 지워버렸다.

핀란드 사람들은 지금 역내에서 항공기와 탱크를 동원한 러시아의 무력시위에 직면하여 자기네 국가안보를 강화해 보겠다는 희망 아래 미국과의 ‘방위협력협정’ 체결에 접근하고 있다. 유시 니니스퇴 핀란드 국방장관은 공동 훈련과 정보 및 연구 공유를 위한 협정 체결을 희망한다고 말한다.

핀란드는 그런 협정을 6월에 영국과 서명했으며 핀란드·스웨덴 양국 정부 관리들이 지난달 바르샤바에서 열린 북대서양조약기구(NATO) 정상회의에 참석했다. 나토 국가들은 역내에서 러시아가 벌이는 공중 및 해상 기동훈련에 불안감을 느끼고 있으며, 스웨덴과 핀란드 두 나라는 영구적 협정 체결에 앞서 위기가 발생할 경우 나토 병력을 보다 쉽게 받아들이기 위한 협정에 서명했다.

언제나 그렇듯이, 핀란드의 제1 우려사항은 이웃한 강대국 러시아다. 양국은 파란만장한 역사를 겪었다. 지난 세기에 러시아가 스웨덴 제국과 전쟁을 벌였을 때 러시아는 핀란드 대공국을 제정러시아에서 배제시켰으며 핀란드의 자치는 유지되었다.

제2차 세계대전 이후 역대 핀란드 정부는 전쟁을 경멸하는 스웨덴의 지원을 때때로 받으면서 중립 유지를 위해 노력했다. 스웨덴 사람들은 1940년 나치 병력이 핀란드를 지나 노르웨이로 가는 것을 허용했고, 스웨덴은 2차대전 때 나치의 중요한 첨단무기 공급원이 되었다.

블라디미르 푸틴의 위협이 커지고 있기 때문에 핀란드가 중립을 포기하고 있다는 것이 일반적인 판단이다.
