[WT논평] North Korea is deterred by U.S. military strength

By Victor Davis Hanson (historian with the Hoover Institution) Deterrence is the strategy of persuading someone in advance not to do something, often by raising the likelihood of punishment. But in the 21st century, we apparently think deterrence is Neanderthal and appeals to the worst aspects of our natures.

History is largely the story of the tensions between, and the combination of, two very different views of human nature ? one tragic and one therapeutic.

The same tragic/therapeutic tension characterizes approaches to radical Islamic terrorism. Does vetting incoming refugees from the Middle East deter potential terrorists from entering the country, or does such scrutiny turn off people, radicalize them and encourage terrorism?

Did the Obama administration’s euphemistic effort to eradicate the phrase “radical Islamic terrorism” win hearts and minds in the Middle East? Or did such outreach convince radicals that the United States was hardly to be feared, thus encouraging anti-American sentiment?

In the past eight years, the U.S. has backed off the red lines and deadlines it issued to Syria, Russia and Iran. Did such equivocation earn America appreciation and respect for circumspection ? or contempt for empty rhetoric?

In general, anytime a government errs on the side of therapy and communicates to individuals and foreign powers that laws are flexible, that punishment is iffy and that consequences are negotiable, it gets less of what it wants.

It is unfortunate but true that North Korea is deterred more by U.S. military strength than by United Nations resolutions. In other words, the more we feel we have entered a 21st-century therapeutic utopia, the more tragic that human nature seems not to have changed all that much from the Stone Age.

억제력은 설득력이 아니라 무력이다

억제력은 처벌 가능성을 종종 제기함으로써 누군가 어떤 행동을 하지 않도록 사전에 설득하는 전략이다. 그러나 21세기에 우리는 억제력이 구시대적인 것이며 인간 천성의 가장 나쁜 측면들을 만족시키는 것으로 생각하는 듯하다.

역사는 인간 천성에 대한 매우 다른 두 가지 견해, 즉 비극적인 견해와 치유적인 견해 사이의 긴장 및 이 두 가지 견해의 결합에 관한 이야기가 중심을 이룬다.

이와 동일한 비극·치유의 긴장이 과격파 이슬람 테러에 대한 접근법의 성격을 결정짓는다. 중동으로부터 들어오는 난민의 심사가 잠재적 테러분자들의 입국을 막는가, 아니면 그런 정밀조사가 사람들을 배려하지 않고 그들을 과격하게 만들며 테러를 부추기는가.

‘과격파 이슬람 테러’란 구절을 삭제하기 위한 오바마 행정부의 완곡한 노력이 중동의 전폭적 지지를 얻었는가. 혹은 그런 관심 표현이 미국을 그다지 두려워할 필요가 없고, 따라서 반미감정을 부추길 필요가 없다는 것을 과격분자들에게 납득시켰는가.

지난 8년 동안 미국은 시리아, 러시아, 이란에게 제시한 붉은 선과 최종기한에서 물러섰다. 그런 애매한 태도로 인해서 미국은 신중하다고 감사와 존경을 받았는가, 아니면 공허한 큰소리만 친다고 멸시를 당했는가.

일반적으로 한 나라의 정부가 지나치게 치유적인 태도를 취하고 개인들 및 해외 강대국들에게 법은 신축성이 있고 처벌은 불확실하며 결과는 협상 가능하다는 의사를 전달할 경우 원하는 것을 항상 더 적게 얻는다.

불행히도 북한은 유엔 결의안보다는 미국의 군사력에 의해 더 많이 저지되는 것이 사실이다. 다시 말해서 우리가 21세기의 치유적인 이상향에 들어갔다고 더 많이 느낄수록 인간의 천성이 석기시대와 별로 달라진 것이 없어 보인다는 사실이 더욱 비극적이다.
