[WT논평] The economic and geopolitical challenges posed by an China

By Peter Morici (business professor at the University of Maryland) As wages rise in Chinese coastal manufacturing centers, jobs move further west in China and elsewhere in Southeast Asia causing major social disruptions. To buffer job losses and limit political unrest, Beijing is pursuing a two-pronged strategy.

It is imposing tougher restrictions on foreign investment, which further depresses the value of the yuan, ladling on more subsidies for basic manufacturing, tightening administration restrictions on imports and consolidating state owned enterprises to enhance their monopoly power.

Simultaneously, it is encouraging more technology-intensive activities that strike at the heart of American and European competitiveness through lavish subsidies for startups, acquisitions of U.S. and European businesses, and toughened regulation of American and other foreign technology companies operating in China.

Consequently, many products and components used by its basic assembly and fabrication operations, once sourced in the United States and Europe, are now made in China. Most of those tactics either violate WTO rules or are decidedly asymmetrical.

The cash earned from its huge trade surpluses is financing a massive build-up in naval and air power, militarization of the South China Sea, and about 20 port facilities the Chinese navy can access in Asia, Africa, the Middle East and Europe. It has established an Asian Infrastructure Investment Bank, and China is plowing billions of dollars into economies in Asia and Africa through transportation projects and direct investment.

The new president must prepare for a diplomatic and perhaps military showdown in the Pacific and confront Beijing on the massive trade imbalance that finances Chinese mercantilism and adventurism.

중국의 경제적 도전에 맞서야 한다

중국 해안의 여러 제조업 중심지의 임금이 올라감에 따라 일자리가 중국의 서쪽과 동남아시아로 이동하여 대대적인 사회적 혼란을 초래하고 있다. 일자리 손실을 완화하고 정치적 불안을 억제하기 위해 베이징은 두 갈래 전략을 따르고 있다.

베이징은 외국인 투자에 더욱 엄격한 각종 제약을 가하고 있는데, 이는 위안화의 가치를 더욱 떨어뜨리고 기본적인 제조업에 대한 보조금을 늘리고 수입에 대한 행정 규제를 강화하며 국영기업들의 독점력 강화를 위해 이들 기업을 통합하고 있다.

이와 동시에 베이징은 신흥기업들에 대한 후한 보조금과 미국 및 유럽 기업 인수, 그리고 중국 내에서 사업하는 미국 및 여타 외국 기술 회사들에 대한 규제의 강화를 통해서 미국 및 유럽 경쟁력의 핵심에 타격을 주는 각종 기술집약적인 활동의 확장을 장려하고 있다.

결과적으로, 과거에는 미국 및 유럽의 공급자들로부터 조달되어 중국의 기본적인 조립 및 제조 공정에 사용되던 다수의 제품과 부품이 지금은 중국에서 만들어지고 있다. 그러한 전술의 대다수는 WTO 규칙을 위반하거나 아니면 분명히 불균형적이다.

중국은 거대한 무역흑자로 번 돈을 해군 및 공군의 대규모 증강, 남중국해의 군사화, 중국 해군이 아시아와 아프리카 및 중동과 유럽에서 접근할 수 있는 대략 20개의 항만시설 구축의 자금으로 사용하고 있다. 중국은 아시아 인프라 투자은행을 설립했고 운송사업과 직접 투자를 통해서 아시아 및 아프리카의 여러 나라 경제에 수십억 달러를 투입하기 시작했다.

신임 미국 대통령은 태평양에서 외교와 어쩌면 군사 대결에 대비하고 중국의 상업주의 및 모험주의의 자금 공급원이 되고 있는 대규모 무역 불균형 문제를 놓고 베이징과 맞설 필요가 있다.
