By Victor Davis Hanson(historian with the Hoover Institution) Wars often seem to come out of nowhere, as unlikely events ignite long-simmering disputes into global conflagrations. The instigators often are weaker attackers who foolishly assume that more powerful nations wish peace at any cost, and so will not react to opportunistic aggression.

Russia has been massing troops on its border with Ukraine. Russian President Vladimir Putin apparently believes that Europe is in utter disarray. Mr. Putin is wagering that no tired Western power could or would stop his reabsorption of Ukraine -or the Baltic states next.

North Korea is more than just delusional. Recent nuclear tests and missile launches toward Japan suggest that North Korean strongman Kim Jong-un actually believes that he could win a war -and thereby gain even larger concessions from the West and from his Asian neighbors.

Radical Islamists likewise seem emboldened to try more attacks on the premise that Western nations will hardly respond with overwhelming power.

Europe and the United States have been bewildered by huge numbers of largely young male migrants from the war-torn Middle East. Political correctness has paralyzed Western leaders from even articulating the threat, much less replying to it.

Someone soon will have to tell the North Koreans that a stable world order cannot endure its frequent missile launches and nuclear detonations. Someone could remind Mr. Putin that the former Soviet republics have a right to self-determination. Someone might inform the Chinese that no one can plop down artificial islands and military bases to control commercial sea lanes.

The problem is that there is no other “someone” with the requisite power and authority except the United States.



착각에 빠진 약자들이 전쟁을 부른다

예상 밖의 사건들이 오래 내연하던 분쟁에 불을 붙여 세계적인 큰 전쟁을 일으키듯이 전쟁은 종종 갑자기 일어나는 것으로 보인다. 선동자들은 상대적으로 약한 공격자들인 경우가 흔한데 그들은 보다 강력한 나라들이 어떤 대가를 치르더라도 평화를 원하며 따라서 기회주의적 침공에 반응하지 않을 것이라는 어리석은 가정을 한다.

러시아는 우크라이나 국경에 병력을 집결시켜 왔다. 러시아 대통령 블라디미르 푸틴은 유럽이 극도의 혼란에 빠져 있다고 믿는 것이 분명하다. 푸틴은 자신의 우크라이나 재흡수나 혹은 다음에 발트 국가들의 재흡수를 중지시킬 능력이나 의지가 피로한 서방 강대국에 없다고 확신한다.

북한은 단순히 망상을 하는 차원 이상이다. 최근 일련의 핵실험과 일본을 향한 미사일 발사는 북한 독재자 김정은이 전쟁에서 이길 수 있으며 따라서 서방 및 그의 아시아 이웃나라들로부터 더 큰 양보까지도 얻어낼 수 있다고 실제로 믿는다는 것을 시사한다.

과격한 이슬람주의자들 또한 서방이 압도적 군사력으로 대응할 가능성이 낮다는 전제 아래 대담해져서 더 많은 공격을 시도할 것으로 보인다.

유럽과 미국은 전쟁으로 파괴된 중동 출신이 대부분인 젊은 남자 이주민들의 어마어마한 숫자에 당황하고 있다. 정치적인 공정성이 서방 지도자들을 마비시켜 위협에 대처하는 것은 고사하고 심지어 위협을 분명히 표현하는 것조차 못하게 한다.

안정된 세계질서가 북한의 빈번한 미사일 발사와 핵폭발을 인내할 수 없다는 것을 누군가 조만간에 북한에 말해 주어야 할 것이다. 구소련 공화국들이 자결권을 갖고 있다는 것을 누군가 푸틴에게 상기시킬 수 있다. 상업적인 해상 통로를 장악하기 위해 여러 개의 인공섬과 군사기지를 누구도 급조할 수 없다는 것을 누군가 중국에 알려줄지도 모른다.

미국 외에는 필요한 힘과 권위를 갖춘 “누군가”가 없다는 것이 문제다.
