[WT논평] Poverty isn’t as widespread as we think it is

By Ed Feulner(founder of The Heritage Foundation) Government surveys show that most of those counted as “poor” by the government don’t experience hunger or food shortages, they live in a house or apartment in good repair (with more space than many in Europe who aren’t considered poor), and enjoy a wide range of modern conveniences.

So if poverty isn’t as widespread as we think it is, does that mean the welfare state is a success? Hardly. As welfare expert Robert Rector points out: “The real aim of welfare should be to make families self-sufficient: capable of supporting themselves above the poverty income threshold without reliance on government welfare aid.”

The best ways to encourage self-sufficiency is through work and marriage, not ever-rising levels of government benefits. That’s why welfare reform is so essential.

We need to build on the 1996 reform and require all able-bodied adults to work or prepare for work as a condition for receiving aid.

We did that in ’96 for one of the dozens of welfare programs that the government operates, and the results were very impressive. Expanding the principles of the ’96 reform to other welfare programs would drive poverty down even more.

We also should remove penalties against marriage in our welfare programs. It’s not simply a matter of adding a second income: According to research by economist Raj Chetty, the presence of marriage the “single strongest correlate of upward income mobility” among children.

Furthermore, as the number of broken families rise, so do social problems such as crime, school failure and drug abuse. Simply put, being in a household with two married parents is the best way to ensure that a child doesn’t experience poverty.

빈곤을 줄이는 복지제도 개혁

정부의 조사는 정부에 의해 “빈민”으로 계산되는 사람들의 대부분이 굶주림이나 식량부족을 경험하지 않고, 빈민으로 간주되지 않는 다수의 유럽인들보다 면적이 더 넓고 상태가 좋은 가옥이나 아파트에 살며 현대의 다양한 편의시설을 이용하는 것을 보여 준다.

그리하여 빈곤이 우리가 생각하는 것처럼 광범하지 않을 경우 이는 복지국가가 성공했다는 것을 의미하는가. 복지 전문가 로버트 렉터는 이렇게 지적한다. “복지의 진정한 목표는 가족들이 자급자족하도록 만드는 것이어야 한다. 정부의 복지 지원에 의존하지 않고 빈곤소득의 하한선을 넘는 생계유지 능력을 갖추도록 하는 것이다.”

자급자족을 독려하는 최선의 방법은, 계속 증가하는 정부의 복지혜택 수준이 아니라 취업과 결혼을 통하는 것이다. 복지개혁이 그처럼 필수적인 이유가 거기에 있다.

우리는 1996년 개혁을 기반으로 삼고 모든 신체 건강한 성인들이 복지 지원 수령의 조건으로 취업 혹은 취업 준비를 의무화할 필요가 있다.

1996년에 우리는 정부가 운영하는 10여개의 복지계획 중 하나에 그 조치를 취했으며 결과는 매우 인상적이었다. 1996년 개혁의 여러 원칙을 다른 복지 계획에 확대하는 조치가 가난을 더욱 낮출 것이다.

우리는 또한 여러 가지 복지 계획이 결혼에 불이익을 주는 내용을 제거할 필요가 있다. 그것은 단순히 두 번째 소득의 추가 문제에 그치는 것이 아니다. 경제전문가 라지 체티의 연구에 따르면 결혼의 존재가 어린이들에게 “소득 상향 이동의 가장 큰 단일 상관요소”다.

뿐만 아니라 결손가정의 수가 증가함에 따라 범죄, 퇴학, 마약남용 같은 사회문제들도 증가한다. 간단히 말해서 결혼한 부모 2명의 가정에서 생활하는 것이 아이가 빈곤을 경험하지 않도록 보장하는 최선의 길이다.
