[WT논평] Illegal drugs coming from China

According the State Department’s 2016 Narcotics Strategy Report, “China has become a hub for illicit drug consumption, drug and precursor chemical trafficking, and money laundering activities.”

One way or the other, either as direct sellers of the finished product or as suppliers of precursor chemicals used to produce the finished product, Chinese narcotics traffickers have a hand thrust deeply into the very lucrative drug trade to the United States. The best estimate, from a RAND Corp. study of a few years ago, suggested that the retail illicit drug market in the United States is worth about $100 billion annually. If the Chinese take is only 5 percent, then it would be worth $5 billion a year.

With the traditional illicit narcotics such as heroin, cocaine and methamphetamine, China’s primary role is that of a chemical precursor provider to the Mexican drug cartels. As the State Department report states, “China remains one of the world’s top producers and exporters of precursor chemicals.”

It is in Mexican methamphetamine production where the role of Chinese precursors is clearest: “China remains the primary source of the precursor chemicals used to manufacture methamphetamine consumed in the United States,” according to the State Department.

Unlike heroin, to some extent, meth is so destructive to brain cells that the user often never fully recovers even if he or she gets clean.

The simple fact is that the wave of illegal drugs coming into the United States from China and Mexico is the leading public health issue facing the nation. We are watching a generation of American young people getting wiped out at Vietnam War levels of casualties.

미국 마약시장의 큰손으로 등장한 중국

록스타 프린스와 수많은 다른 미국인들의 죽음으로 이어지는 독의 자취는 중국에서 시작된다. 미 국무부의 2016년 마약전략보고서에 따르면 “중국은 불법적인 마약의 소비, 마약 및 전구화학물질의 밀수와 돈세탁 활동의 중심이 되었다.”

완제품의 직접 판매자로서나 혹은 완성된 제품의 생산에 사용되는 전구 화학물질의 공급자 양면에서 중국의 마약 밀수업자들은 미국의 크게 수지맞는 마약 거래에 깊이 개입하고 있다. 몇 년 전 랜드연구소의 연구가 내놓은 최선의 추정은 미국 내 불법 마약 소매시장이 연간 대략 1000억 달러의 가치가 있다고 시사했다. 만약 중국이 불과 5%만 차지할 경우에도 연간 50억 달러의 가치가 있다.

헤로인, 코카인, 메타암페타민 같은 전통적인 불법 마약류 분야에서 중국의 주된 역할은 화학 전구물질을 멕시코 마약 카르텔들에게 공급하는 것이다. 미 국무부 보고서가 지적하듯이 “중국은 여전히 전구 화학물질의 세계 정상급 생산국 겸 수출국 가운데 하나다.”

중국의 전구물질이 가장 뚜렷한 역할을 하는 분야가 멕시코의 메타암페타민 생산이다. 미 국무부에 따르면 “중국은 미국에서 소비되는 메타암페타민의 생산에 사용되는 전구 화학물질의 여전히 주된 공급원이다.”

어느 정도 헤로인과 달리 메타암페타민은 뇌세포를 심하게 파괴하기 때문에 사용자는 약을 끊더라도 완전히 회복되지 않는 경우가 흔하다.

중국과 멕시코에서 미국으로 들어오는 불법 마약류의 물결이 이 나라가 직면한 으뜸 공공보건 문제라는 것이 단순한 현실이다. 우리는 한 세대의 미국 젊은이들이 베트남전쟁의 사상자 수준으로 파괴되는 것을 목격하고 있다.
